What is the Cyprus National AI Strategy?
A national plan setting out how Cyprus will use artificial intelligence between now and 2032 — in government services, in business, and in the skills people are taught. Its stated ambition is to make Cyprus the most trusted place in the Eastern Mediterranean to build and run AI, and a dependable EU country to do AI business with.
Why does Cyprus need one?
Because AI is arriving whether or not the country plans for it. Cypriots are already among the heaviest users in Europe, but public data and computing power are scattered across ministries, and there are too few people who can turn an AI demo into a working national system. The strategy is an attempt to get ahead of that rather than react to it.
Who would actually run it?
Four levels. A National AI Council sets direction, approves priorities and holds the strategy accountable at the highest level of government. A National AI Taskforce coordinates delivery across ministries, removes blockers and drives the national implementation roadmap. AI Officers sit inside each ministry and major agency to lead adoption on the ground, manage risk and translate strategy into day-to-day operations. Sector working groups of domain experts write the roadmap, use cases and ambitious projects for each priority area.
Where does it start?
Eight sectors, led by government services, financial services and healthcare — the three where AI has the most to change and the most to get wrong.
How will anyone know if it worked?
Six measures, tied to four headline numbers: productivity, GDP contribution, people trained, and how widely AI is actually used across the economy. The strategy is explicit that announcements without measured results don't count.
Part 01

Why now

The strategy exists because of a gap between how fast Cypriots are adopting AI and how ready the country is for it.

Cypriots are not waiting for permission. Around half the population already uses generative AI tools, and among 16- to 24-year-olds the figure reaches 76.5% in 2025 (Eurostat) — putting Cyprus near the top of the EU for everyday use.

The institutions have not moved at the same speed. Government data sits in separate systems that don't talk to each other. Computing power is fragmented across departments. And the country has too few people who can take an AI pilot and turn it into something that runs reliably at national scale.

That gap is the reason for the strategy. Left alone, it produces a country where AI is used widely but built elsewhere, governed loosely, and captured mostly as consumer convenience rather than national productivity. The strategy's argument is that Cyprus has a narrow window — roughly the next three years — to close it while the European rulebook is still being written and while small, fast, well-regulated countries can still stake out a position.

Rules and systems that let public data be accessed safely and lawfully. Data is the raw material of every AI use case; today most of it is locked in separate systems.

Turning EU rules into an advantage

Most countries treat AI regulation as a cost. This strategy treats it as the product.

The EU AI Act, GDPR and NIS2 impose real obligations on anyone building AI for regulated industries. The strategy's argument is that a small country that gets very good at meeting those obligations becomes valuable precisely because the obligations are hard.

If a hospital system, a bank or a government department needs AI that will survive European scrutiny, it needs somewhere to build, test and certify it. Cyprus proposes to be that place: inside the EU, small enough to move fast, and set up specifically to prove that AI systems are safe before they go live.

EU AI Act

Europe's rulebook for AI, with stricter obligations the more consequential the system. Cyprus aligns to it rather than writing a competing set of rules.

GDPR and data protection

Access to personal data is governed by rules with real rights and safeguards for citizens attached.

European AI infrastructure

Connection into shared European computing capacity, data spaces and cross-border AI programmes.

Responsible AI guardrails

Human oversight, transparency, fairness testing, bias monitoring and accountability designed in from the start.

What the strategy admits

Unusually for a government document, it names its own weak points. That's worth taking seriously.

Risk 01

The data and infrastructure are fragmented

Government data, data centres and computing power sit in separate silos today. Nothing at national scale works until that is fixed, and fixing it is slow, unglamorous work.

Risk 02

There aren't enough specialists

Too few people in Cyprus can take an AI pilot and turn it into a resilient system that runs at national scale. Training them takes years; attracting them means competing with much larger markets.

Risk 03

The temptation of AI theatre

The strategy explicitly rejects announcement-driven AI with no measurable result. Every initiative is required to have a number attached and a named person accountable for delivering it.

    Set up the machinery

    Create the AI Authority, the Interministerial Council and the AI Officers. Begin buying the first six major AI systems for government.

  2. Phase 022026 – 2027

    Build the foundations, run the pilots

    Deploy national computing capacity and the government data layer. Every ministry identifies five high-impact uses for AI. National skills programmes begin.

  3. Phase 032027 – 2028

    Scale what worked, measure it honestly

    Take successful pilots across ministries and lead sectors. The national registry and certification system go live. Results are measured against the starting baseline.

    National expansion

    Cyprus operates as the trusted AI hub of the Eastern Mediterranean, adjusting the strategy continuously against measured results.

AI that produces new content — text, images, code — rather than only classifying or predicting. The category most people have used.
